Absract. This study offers an analysis and comparison of two basic concepts for our educational system: that of key competencies and that of literacy. Both concepts relate directly to the teaching of Bulgarian language and define its objectives. In both theoretical models, however, the semantic parameters of the terms vary and this makes it difficult to interpret them unambiguously. The problem is transferred to the normative documents in the educational system, where there is observed a certain chaos in the use of the concepts of competence and literacy, especially according to their varieties and relations. An attempt has been made to distinguish between the two systems and to deduce the level at which they can function in synthesis.
